Who is Border Boat Licence?
Border Boat Licence is independently owned and operated by Blair & Natalie Talbot. ABN 95 672 537 701. BBL is based in Albury/Wodonga and is licensed to provide marine training services for the Registered Training Organisation (RTO) The Learning Professionals RTO No. 20665.
Border Boat Licence offers both NSW and Victorian Boat & PWC Safety Courses accompanied by the licence exam.

Blair’s boating experience speaks for itself.
- 1991 – Obtained his general boating licence.
- 2001-2005 – 4 years full time in the NSW Water Police stationed at Sydney Water Police, Botany Bay Water Police and Port Kembla Water Police. During this time, Blair attained an unrestricted Master V commercial ticket to Master commercial vessels up to 24 metres in length. Blair also performed several years doing part time on water duties leading up to the Sydney Olympics in 2000.
- 2005 – 2014 – Blair left the Police Force in 2005 to join what was then known as the NSW Maritime Authority as a Boating Safety Officer. Blair was based at Rozelle (Sydney Harbour) for two years on what was affectionately known as the ‘jet ski squad’ before accepting a transfer to Albury where he became well known and respected in his role as the Albury North Boating Safety Officer. This position entailed patrolling areas such as the Murray River, Lake Mulwala, Murrumbidgee River, Blowering and Talbingo Reservoirs to name a few locations.
Blair left his role as a Boating Safety Officer and started Border Boat Licence in April 2014.
Where Do We Operate?
Border Boat Licence is happy to travel within a 300-400km radius from Albury. Minimum student numbers will apply to most courses, particularly those conducted in remote areas. We generally operate within the Greater Riverina area but we can conduct courses in Southern NSW, South Western NSW.

The Learning Professionals is a recognised, accredited training provider with NSW Roads and Maritime Services (RMS) and Transport Safety Victoria (TSV).
